Excited to announce that the Business Network for Offshore Wind has just released the new policy brief that I authored, Proposal for Coordinated Transmission Development for Offshore Wind in Multi-State RTOs, which outlines a framework for greater regional collaboration on offshore wind transmission planning and buildout. The timing for the release is auspicious with the New Jersey BPU meeting tomorrow, October 26th, to consider proposals for New Jersey’s coordinated offshore wind transmission solution submitted through PJM’s State Agreement Approach (SAA) process. Furthermore, the Maine Public Utilities Commission (PUC) is also meeting tomorrow to review the request for proposals for renewable energy generation and transmission. The PUC issued two RFPs in series: first the RFP for transmission proposals and then the RFP for renewable energy resources. This is one approach for addressing the coordination challenges associated with procuring transmission facilities to enable the development of renewable energy resources. A major benefit of the Northern Maine transmission would be that it would connect the Northern Maine system to the ISO-New England network. Legislation passed in Massachusetts earlier this year allowed the state’s local distribution companies to participate in this procurement. Such participation would significantly enhance the economics of the various projects to Maine, increasingly the likelihood of approval by the PUC.
