Extensive practical experience with the evaluation and design of feed-in tariff and standard offer programs

Responsible agencies in leading jurisdictions in North America have called on the expertise of Power Advisory staff to help with all aspects of standard offer and feed-in tariff program (FIT) design.  We work with clients from the start of their consideration of standard offer or FIT programs, helping them to understand the issues and to design the overall program approach.  As the program design moves forward, we have advised regarding appropriate program policies and standard contract terms and conditions to balance ratepayers’ and project developers’ interests and assisted in establishing the appropriate feed-in tariff price schedules based on an analysis of the underlying cost and performance of the relevant generation technologies..  Throughout the process, we have led or participated in consultations with multi-stakeholder groups and when appropriate helped the clients to adjust the program design in light of stakeholder feedback. 

Finally, we have helped with the evaluation of the effectiveness of these programs.  For the development of contract prices, we have extensive experience estimating generation technologies’ capital and operating costs and overall performance. 

Our support includes testimony before state public utility commissions and presentations before stakeholder groups on the appropriate design of standard offer programs as well as assumptions regarding generation technology costs and performance.
