John is a senior electricity market analyst and electricity policy consultant with over twenty-years of experience in energy market analysis, power procurement, project valuation, and strategy development. He offers extensive experience in the evaluation and analysis of electricity markets and the competitive position of generation technologies and projects within these markets including the assessment of the competitiveness of the underlying market, the development of power market price forecasts, the implementation of power procurement processes, and the development and evaluation of renewable energy policies. John has used market price forecasting tools to evaluate generation and transmission system investments in markets across North America. He has defended these forecasts in formal regulatory proceedings and before lenders and investors. In addition, he had a major role in the design of Ontario’s standard offer program for renewable energy, advised regarding the development of Ontario’s Feed In Tariff program. He has testified on electricity market price forecasts, wholesale market competitiveness issues, transmission pricing issues, power contracting policies and electric utility resource planning issues. Mitch has been active in the North American energy industry for over 25 years. His specialties are load and price forecasting, electricity market restructuring, economic analysis of energy markets, policy analysis, and environmental economics. He has advised numerous private clients on the future of the Ontario market and its future, including Ontario electricity market price forecasts and assessments of market price volatility, as well as analysis of market and product opportunities. As Chief Economist of Ontario Hydro, Mitch was responsible for load forecasting and other economic forecasting, including the price forecasting necessary for load forecasting. He has addressed professional associations, including EPRI and IAEE, on forecasting issues. He has advised the Governments of New Brunswick, Nova Scotia, Newfoundland and Labrador, Western Australia, Alberta, and Ontario, the Ontario Power Authority and the Ontario Energy Board on issues related to electricity restructuring. He has maintained contacts in and knowledge about the New York market on issues of market price determinants, load forecasting, energy conservation, and market design. He is also engaged in international projects, including the first econometric load forecast performed in Ghana and teaching load forecast methodologies in Zimbabwe and Nepal. Mitch has a BA in Economics from Harvard University, and an MS in Industrial Administration (Economics) from Carnegie-Mellon University, where he has also completed the course work for a doctorate. Bob is a Power Advisory Executive Advisor. He has been an advisor to private and public organizations in the energy industry on regulatory, public policy, and strategic issues for over 25 years. During that time, he has served as Chairman of the Massachusetts Department of Public Utilities for two years and has been active in public policy matters as a speaker, facilitator, and expert witness. He has substantial executive leadership and project management experience in the energy consulting industry. Trained as an economist with strong analytical skills, Bob has an in-depth understanding of the competitive challenges facing regulated and unregulated energy firms as well as the policy challenges facing government agencies responsible for overseeing the restructuring of the energy and telecommunications industries. He has testified before FERC and various state regulatory commissions on the following issues: utility earnings attrition; performance based regulation; cost of service and rate design, regulatory policy, including M&A acquisition premium treatment and distribution system planning. John is a Power Advisory Executive Advisor with over twenty years of experience in gas supply planning and contracting, pipeline and storage development, and utility regulation. Clients include developers and operators of electric generation facilities, energy regulators and other public power agencies, and industry associations. John began his career as a market analyst and supply planning consultant to natural gas pipeline and distribution companies. As a consultant and project manager with J. Makowski Company, he directed gas market studies and participated in the development, marketing, and financing of large pipeline and gas storage projects. Following the sale of J. Makowski Company to PG&E, he joined PG&E Gas Transmission, where he evaluated LNG peaking opportunities in New England and managed a geologic test program at a potential natural gas storage site in the Pacific Northwest. John was also a member of the management committees for the two interstate pipeline partnerships in the Northeast. At Calpine Corporation, John was responsible for developing and implementing gas supply and transportation strategies for large electric generating plants in the U.S. and Canada. He negotiated new gas supply and pipeline service agreements, and supported litigation and arbitration related to existing contracts.He has participated in pipeline rate cases and other regulatory proceedings, submitted testimony at the Federal Energy Regulatory Commission, and appeared as an expert witness before state and provincial regulatory boards. He received a BA in economics at George Washington University and completed all course and examination requirements for a doctorate in economics at Northwestern University. Sener Ozgul [+]
Sener is a Managing Consultant at Power Advisory with over 9 years of professional experience covering a broad range of energy industry issues including virtually all wholesale power markets in North America. The market assessments have been used by clients for asset valuation, portfolio procurement decisions, contract evaluation, merchant plant financing transactions, pollution control investment decisions, investment feasibility studies, resource planning, and for a variety of other purposes. Sener took the lead in analyzing air emissions and electric market impacts resulting from the deployment of distributed generation (DG) systems operating in combined heat and power (CHP) applications. Analysis included estimating emissions for various pollutants including SO2, NOX, CO2, Hg, etc. and quantifying economic impact represented by wholesale market electric prices resulting from the widespread deployment of DG/CHP systems. He regularly evaluates and helps clients to understand various other competitive changes in the electric industry. Sener is currently located in Turkey and leading Power Advisory's business development activities in Turkey. Sener has a BS in Mechanical Engineering from Istanbul Technical University in Turkey, and an MS in Industrial Engineering-Operations Research from The University of Oklahoma.
